Now that is fascinating. It's one thing for them to have minor weather controlling abilities, but forcing the issue inside is quite another matter. Maybe it's less about the weather itself and more about the state of the air nearby the Pokemon... if the abilities have the power to change the temperature, humidity, and barometric pressure, among other things, that would probably be the easiest way to explain it. But how to test that...
